You do not have to pay for incoming text messages abroad; the charge for outgoing messages is indicated in the tariff pricing – enter the respective country in the menu at the top of the page and check the messaging charges.
Just like in Latvia – chose a person from the address book or enter the number manually. When you send a message to a subscriber of a Latvian mobile plan, you can use the abbreviated number and service codes. But when you send a message to a subscriber of a foreign mobile plan, the international phone format should be used (e.g., to text to Estonia, use: +372XXXXXXX).
Each outgoing text message of standard length is charged to your account. Standard text message with no diacritic marks and/or symbols consists of no more than 160 characters. If you send linked messages (more than 160 characters) or use diacritic marks and/or symbols, the charge is calculated per each outgoing text message of standard length.
